Ontario One Call will be initiating stakeholder consultations beginning today, September 3, 2025, on new fee proposals in support of achieving cost recovery.
To fulfill its public safety mandate, Ontario One Call has invested significantly in technology, service improvements, safety promotion, and regulatory enhancements. These efforts have driven a broad organizational transformation, resulting in greater stakeholder value. As a Public Safety Administrative Authority, Ontario One Call is required to operate on a cost recovery basis. A new business model is essential for the organization to achieve this objective and realize long-term financial stability so that is can better serve the sector.
Consultation Overview
- Consultation Period: A consultation on proposed fee changes will take place between September 3 and October 10.
- Webinar Participation: Two virtual stakeholder consultations will be held on September 16 at 11 a.m. and October 2 at 2 p.m. For your convenience, the sessions are held once in the morning and once in the afternoon, and both will cover the same information. Why the Cost Recovery Model is needed

Ontario One Call’s evolution into a Public Safety Authority marks a turning point. Its expanded mandate demands a cost recovery model that reflects the true scope of its responsibilities.

Damage prevention isn’t a cost, it’s a savings strategy. One strike can derail projects, trigger lawsuits, and endanger lives. The new cost recovery model ensures every Underground Infrastructure Owner (UIO), regardless of size, contributes to a system that protects everyone.

Safety is non-negotiable, and results speak volumes. In 2022, only 34% of excavators received complete locate packages within 5 days. Today, that number is nearing 90%. Strategic investments work.
