Underground Infrastructure Owners (UIOs) are required to locate buried infrastructure up to the utility demarcation point. The utility demarcation point is where a UIO’s ownership and operational control of buried infrastructure ends.
Privately owned or operated infrastructure (including infrastructure that exists beyond the demarcation point) must be located by the property owner who may wish to hire a private locator to assist with meeting their obligations.
Where is the demarcation point?
Where ownership and operational control of buried infrastructure begins and ends for a UIO or property owner can vary based on many factors. Therefore, the demarcation point varies as well.
When determining demarcation points, always ensure compliance with the appropriate regulator or municipality where applicable. For instance, UIOs in the electrical sector must act in accordance with the conditions of the Ontario Energy Board and Electrical Safety Authority’s regulations.
